PC Power Cooling Turbo
PC Power Cooling TurboCool 860 Power SupplyPC Power Cooling has been purchased by OCZ since our last review of its aging PSU infrastructure. Over the years they have consistently produced power supplies that bested everyone else and were the beacon of quality in a product category full of subpar products. But in the last couple of years, there has been a fairly large shift in the market with a handful of companies really stepping up the quality and performance of their offerings to match those offered by PC Power Cooling and with this transition PC Power Cooling's previous top of the line power supply the 1KWSR was behind the times. So today the TurboCool line returns with a completely new design from WinTact to try and recapture the market position that was left vacant with the cancellation of the 850SSI. Is this TurboCool the unit that returns the crown to the king or has the jester kept the thorny crown HardOCP's testing methodology is intended to very much push power supplies to their advertised wattage rating in temperatures that will represent some of the hottest computer enthusiast cases. So if a unit passes all our testing it is definitely not something to take lightly. In fact we expect more power supplies to fail our testing than make it through unscathed.
The overall build quality of the TurboCool 860 is excellent and bests the 1KWSR in one of the few categories we had reason to complain about but at the same time the unit does include some superfluous features that simply are not relevant. The WinTact built TurboCool 860 features a very unusual layout for ATX power supplies, but it is stocked with top notch components including a Hitachi primary capacitor and Nippon Chemicon secondary capacitors that are a significant step up from the previous Teapo parts. Following this trend is the inclusion of some (but not all) copper (or thickly copper plated aluminum) heatsinks that certainly are a higher end solution than the usual aluminum heatsinks we see in PC power supplies. The unit also features a healthy apportionment of relevant connectors that can be customized to a user's specification if the user orders directly from PC Power Cooling. This is a service and build feature that is, as yet, unmatched by any other vendor we have reviewed and certainly is worth some amount of price premium. The superfluous feature that the unit comes equipped with are the user adjustable potentiometers which are at the least unnecessary on a well regulated power supply and discussed in more detail below.
The load testing results for the TurboCool 860 are better in some regards than those for the TurboCool 1KWSR and good overall except for one issue that is of PC Power Cooling's own making. The voltage regulation of the TurboCool 860 was good as the 12v rail showed only a 0.17v drop across its entire capacity and the 3.3v rail posted a 0.07v change over 1/3 of its capacity at both 120v and 100v. However, where the voltage regulation goes wrong is in PC Power Cooling's marketing. The 0.17v change on the 12v rail is just inside the advertised specification by PC Power Cooling, however the 3.3v rail exceeds PC Power Cooling's advertised 1.5% regulation. So while not a failure by violating the ATX12v specification this value is a failure in the standards to which he unit was advertised. The biggest and most positive change we see in the TurboCool 860's load testing results from the previous TurboCool unit we reviewed is the large increase in efficiency. Today we saw the TurboCool 860 post efficiency numbers of 81.94% to 85.05% at 120v and 81.09% to 84.88% at 100v that can only be described as excellent.
Like the previous TurboCool unit we reviewed the 860w unit passed the Transient Load Testing portion of testing but with values that are slightly greater than what we have come to expect from 800w+ units. This was exemplified by the peak value recorded for the loaded 12v rail at 275mV while the 5v rail peaked at 90mV. Due to the higher than nominal set point of the unit we received the unit remained in specification and even if the unit had been set to exactly 12v would have stayed in specification. However, these results for the 12v rail were greater than those seen on the lower powered Silencer 750 Quad CrossFire Edition we reviewed.
Rarely does a single feature on a power supply warrant much scrutiny as it's the whole the power supply that matters more than its parts. However, there are few features that have as much appeal to some users as the ability to tweak the voltages on their rails to their hearts desire. So for the enthusiast looking to tweak every last drop of performance out of their system are the user adjustable potentiometers in the TurboCool 860 useful The long and short answer to this question is a resounding, "NO!" If we exclude the fact that a good power supply (let alone one advertised for 1.5% voltage regulation) should regulate its voltage output sufficiently to stay in specification and the fact that the majority of users are going to be adjusting their potentiometers without the ability to accurately measure their voltage outputs the inclusion of adjustable potentiometers still are a failure on this unit because they come adjusted such that we were unable to increase the voltage output on any rail by any useful amount. We were however, able to drop our output voltages to the ATX12v specification minimum for certain rails.
The DC Output Quality of the TurboCool 860 was at all times within the ATX12v specification so it certainly passed this portion of testing and in absolute terms good fashion, but not without a few notes. The DC output of the TurboCool 860 was significantly noisier than the previous TurboCool unit we reviewed and the pattern of the ripple/noise changes can only be described as "spastic" given the huge variations it showed during testing. Most units exhibit an increase in ripple/noise as the load increases but the TurboCool 860's ripple/noise values were all over the place with no real pattern of increase rather it exhibited random jumps punctuated by ever changing waveforms. The peak values we saw for the 5v and 3.3v rails occurred during Test 2 when the 3.3v rail hit 30mV and the 5v rail hit 40mV even though they were lightly loaded relative to their potential output capacity. Interestingly, the peak value for the 12v rail did not occur during Test 2, though it was higher than some other tests, but instead came during Test 4 when the unit hit 50mV. So overall the unit passed but it was a relatively wild ride.
The PC Power Cooling TurboCool 860 features a 3 bladed 80mm Delta fan that is similar to the fan we saw used in the TurboCool 1KWSR. This certainly did not make it seem as if this unit was going to be significantly quieter than the 1KWSR but the unit also features a much higher efficiency so with a good fan controller it could be possible to be quieter than the 1KWSR. Unfortunately, the hope that the higher efficiency would lead to a much less aggressively tuned fan controller was all for not (though it was in all likelihood somewhat less aggressive) as the TurboCool 860 was exceptionally loud. Even when loaded to just 25% of its capacity the unit was readily apparent in our testing environment. By the time the unit was fully loaded it was easily as loud, or louder, than the SM8800 which is certainly an impressive amount of noise. While we typically say our impressions are subjective, after having used the TurboCool 860 this power supply is loud; very loud.
The PC Power Cooling TurboCool 860 is a good power supply that does well in all our tests and everything about its build quality, voltage regulation, efficiency, and DC Output quality make us want to unabashedly recommend this unit. However, we are left with a bit of a conundrum as while the unit lived up to our expectations for the most part,[url=http://www.sport.fr/smartphones/moncler.asp]moncler homme[/url], the unit fails to live up to its own marketing spiel in regards to its voltage regulation and adjustable potentiometers. Whenever a user purchases a product they should get at the very least what the product is advertised as if not more. This becomes more of an issue with us when paying premium prices for "premium" products. When looking at the current landscape it is hard to give this unit an unconditional recommendation when at the same $269 price point users can get other products that have tested slightly better and live up to their billing. For this reason we have to say while awardworthy based on its performance, the TurboCool 860 is most hampered by its own reputation, marketing, and value. Still one caveat remains and that is the fact that PC Power Cooling will custom configure the wiring to your own specifications should you wish. Certainly this could be a very worthy feature for those of you concerned with appearances and airflow restrictions. This unit will undoubtedly sell well with the PC Power Cooling branding stamped onto it as the name still commands thoughts of solid craftsmanship to so many consumers.

The hepatitis B vaccines suspected of causing the death of two babies have been sealed for investigation, a manager of the company that produces them said.
The vaccines were produced by Biokangtai in Shenzhen, Guangdong Province.
The company produced 450,000 hepatitis B vaccines last year and the suspect ones came from two different batches, Southern Metropolis Daily reported, citing a Biokangtai manager.
The manager told the newspaper the bulk of the vaccines were sold to Hunan Province, where two babies have died after receiving a vaccination.
However, 3,600 vaccines were sold to Guangdong Province and some to Guizhou Province, the manager added.
